Philippine plant costs: five items that are routinely underestimated
Land and labour get the headlines; power, logistics, compliance, labour efficiency and FX blow the budget.
1. Power
Industrial tariffs are layered: basic charge, demand charge and tiers. Energy-intensive projects must model on actual local bills, not averages. Some parks have unreliable supply, requiring generation with diesel cost carried separately.
2. Logistics
The Philippines is an archipelago: inter-island freight is expensive and slow. Site choice must follow target market distribution, or ex-works advantage is erased by shipping. Port congestion and clearance time belong in inventory planning.
3. Compliance and permits
Environmental, fire and local permits are routinely underestimated and can loop on community relations or land classification. Budget for compliance consultants and a 2–4 month buffer.
4. Labour efficiency
Minimum wage is only the starting point. Real cost includes recruitment cycle, training, turnover, overtime and shift patterns, commuting and accommodation. Some sectors need efficiency-adjusted equivalent cost.
5. FX and cost of capital
Peso moves against both CNY and USD, hitting equipment purchase and repatriation. Long projects need an FX assumption range and contractual adjustment mechanisms.
Recommendation
Tag every figure with source and collection date, and model conservative/base/optimistic cases. A single-number feasibility report cannot support a decision.
